Is a crossbow considered loaded when it is cocked, but without a bolt on the rail? For instance, a hunter might not want to try cocking it in a tree stand, but wants in the stand before legal shooting time. Also, has to take it home cocked so he can shoot it into a target and uncock it. I understand that a muzzleloader is not considered loaded if a cap is not on the nipple, so is it similar with a crossbow?

I don't believe it is considered loaded.

Like a muzzleloader it isn't loaded untill the arrow is in place, muzzleloader isn't loaded untill the primer/cap is on it.
