photo gallery comments

Can someone help me out ?? Why is it that if you click on any photo in the photo gallery that shows a certain amount of comments posted,not all of the comments are visible ?? For example if you click on a photo that says there are 16 comments posted,why do only 4 show up ?? Is it something I don't have set right in my personal user settings or is it possibly a glitch in the system ?

if someone looks at the picture in the gallery and doesnt leave a comment it still counts it as a comment. if im remembering correctly what steve had told me when i asked him the same question
