I don't know the exact details but they had a flier at the WNF headquarters on areas you can use ATV's, they do require a permit. They had daily, 2 day, annual permits listed. You even need a permit for a bicycle according to the flier. From what I can remember it was $5 per day or $25 for annual permit. I think most of the WNF does not allow ATV's, you have to get out there and hoof it.
there are off road vehicle areas at the wayne. They are more for recreation, and you cant go off the groomed trails. You can theoretically park your quad off to the side, but not off the trail, and get out and hoof it back to a stand site. I dont think you would want to hunt the area, and / or leave your quad alone on the trail. Hunting pressure may be lower, but overall human pressure will be higher. The wayne has passes like C-stan said day, two day and year long I believe. You will need to have the title in order to first get an ATV sticker from the BMV. That 1 costs about 5 bucks I believe.

It is true, It has happened. I dont know what kind of fines are imposed, but I figure it beats going home with a ticket.
