Best Public to hunt?

Which public land would give you the best chance to harvest a mature buck?

Just going from what I've read and no experience here, but Shawnee state forest looks like it could be real good for that. It is very rugged and vast which means there are bucks in there that die of old age because a lot of guys won't go back in after them. I always wanted to go down there for the early muzzleloader season and go way back in and set up camp, but never did.
