I would start with the county warden, but I'm not positive. And just to clarify, they don't HAVE to let you hunt. They sign up for a program where they have to let some people hunt, but often times it's simply family members. It's a good place to start and you'll likely gain permission to some ground, but not everyone will have room for more hunters.

Not sure if there ever was a book as such. The ODNR offers a list of propety owners who participate in the co-operative hunting program. These are listed by county and if you contact the ODNR they will supply you with a list for a particular county. They do not have to give you permission however. I went through about twenty property owners on my list from several years ago before I found one that would let me hunt.
This list can be obtained simply by contacting your district office.
Hope this helps.

Just call the ODNR and ask them to mail you a copy. I think it's called the Nuisance Deer List or something to that effect. My buddy called them up and had them mail him one this year. I guess they will also mail you carbon copy permission slips. Pretty neat. He said he called three people and they all turned him down though, which is weird. You have to ask yourself, why they are on the list if they are going to say "no."
Best of luck to you.
