They are useless after the start of gun season UNLESS you are hunting in a urban zone afterwards.

I am trying to figure this out also.

If I am reading this pamphlet correctly, in Zone C, I could actually kill 3 anterless deer before gun season with the $15 tags. Then, I could kill 3 more during the gun season, but would have to have a $24 tag for each one, or in my case, I could use my landowner tags and kill 6 deer total in Zone C? Obviously only one can be a buck. Then, if I wanted to kill one in Zone A or B, I could get another doe in one of those two zones? I think I have it right?

I am pretty sure it is 3 of the $15 tags. But, you could buy 3 more $24 tags and kill 3 more during gun season, I think.

Ok this is how I read it.
With the 3/15 dollar tags and the 3/24 dollar tags you could take 6 antlerless before gun season in zone C ,Or 5 antlerless 3/15 + 2/24 tags before gun season, and 1 buck with the last 24 dollar tag before gun season.the 7th deer would have to be urban or controlled hunt antlerless. if you have not filled a 15 dollar tag or any 15 dollar tag by Gun season you are back to 3 for zone C ,3 antlerless( 3/24) or 2 antlerless and a 1 buck with the 24 dollar tags.

NEW ANTLERLESS PERMITS

If I purchase an antlerless permit ($15), how and when may I use it?
You may take 1 additional antlerless deer for each permit purchased: up to 3 additional deer in Zone C, 2 additional deer in Zone B and 1 additional deer in Zone A. Antlerless deer permits are valid from September 29 through November 25. Antlerless deer permits may be used in Urban Units or Division of Wildlife controlled hunts throughout the deer hunting season (September 29 – February 3).

Can a non-resident purchase antlerless deer ($15) permits?
Yes, antlerless deer permits are available to residents and non-residents alike.

If I take advantage of the $15 antlerless deer permit, how many deer can I kill?
Deer hunters must purchase at least 1 ($24) deer permit before hunting. They are allowed to purchase up to 3 ($24) deer permits and up to 4 ($15) antlerless deer permits. Using these 2 deer permit types in combination, a deer hunter can harvest up to 6 deer in Zone C (1 antlered buck and 5 antlerless deer or 6 antlerless deer), 4 deer in Zone B (1 antlered buck and 3 antlerless deer or 4 antlerless deer) or 2 deer in Zone A (1 antlered buck and 1 antlerless deer or 2 antlerless deer). Deer hunters cannot exceed the bag limit of the deer hunting zone and antlerless deer permits cannot be used on bucks.
Do I need to purchase the antlerless deer permit ($15) at the same time I purchase the deer permit ($24)?
It is not necessary to buy your $15 antlerless deer permit(s) at the same time your purchase your deer permit ($24); however, you must buy the deer permit ($24) first.

Can I use the antlerless deer permit ($15) before using the deer permit ($24)?
Once purchased, you can use the permits in any order.

How long is the antlerless deer permit ($15) valid?
The $15 antlerless deer permits are valid from September 29 through November 25 for archery hunters. After November 25, deer hunters must use a regular deer permit to kill antlerless deer except for hunters pursuing antlerless deer in Urban Units and at Division of Wildlife controlled hunts. As in the past, $15 antlerless deer permits are valid for the entire season in Urban Units.

If I do not use my antlerless deer permit ($15) during archery season before November 25, what are my options?
It may be used in Urban Units or a Division of Wildlife controlled hunt after November 25.

I harvest a deer using my deer permit ($24); I then decide to purchase an antlerless deer permit ($15), would I be required to purchase another deer permit ($24)?
No. Once you have bought a $24 deer permit, you are eligible to buy up to 4 antlerless deer permits.

I live in Zone A. Will I be allowed to harvest 2 deer in Zone A and then go to Zone C and harvest 6 more deer?
No. You can use up to 4 antlerless deer permits and 3 of the $24 deer permits per season. Thus, once you harvest the 2 deer in Zone A, 1 with a deer permit ($24) and 1 with an antlerless deer permit ($15), you are only allowed to harvest 5 deer in Zone C, 2 deer with deer permits ($24) and 3 deer with antlerless deer permits ($15). You could use 1 of your deer permits ($24) and up to 2 of your antlerless deer permits ($15) in Zone B and any remaining permits in Zone C.

There is a maximum limit of 7 deer per license year. In this situation, a hunter would need to hunt in all 3 Zones or in an Urban Unit or participate in a Controlled Hunt to kill their 7th and final deer.

Once you killed your 6 deer in zone c, I dont think you can kill anymore in any other zones unless your hunting an urban zone in which you can kill one.

I believe that is also correct Urban zone or controlled hunt.
