Smile and tool bar problem

The last couple of days the smiles with motion are frozen and don't move.

Today I can't click on them or any other item in the tool bar above this message.

Is there a certain program you have to have to make all this work correctly?

Thunder-make sure that under where you type under miscellaneous options make sure the box is not checked where is says disable similies in text.

Nope that didn't do it either.It's also starting to get worse.Now when I click on "Home" it just brings be to the top of the same page I'm viewing.
